You cannot extract or use part07.rar by itself. You must have all other parts (part01, part02, etc.) in the same folder.

Once all parts are downloaded, right-click on Part 1 and select "Extract Here" (using WinRAR or 7-Zip). The software will automatically pull data from all the other parts to recreate the full game installer.
